The Scope 
The FSC China Public Affairs Director is responsible for positioning and advocating for FSC’s interests in China, particularly with public institutions. 

The Director engages stakeholders and manages relationships that ultimately result in the successful implementation of FSC’s strategy for China. The Director acts as a senior advisor to the FSC China, Asia Pacific (APAC) Regional Office and FSC International on public engagement strategies in China.

 

 

Main Roles and Responsibilities:

The FSC China Public Affairs Director works with the relevant public institutions to position FSC as a key partner and a cooperative player in the voluntary certification market. His/her main roles are:

Public Engagement
•    Formulating public engagement strategy;
•    Developing and executing the implementation plans including strategic projects;
•    Providing policy updates, reviews, analysis and advice to the FSC Asia Pacific Regional Team and the leadership team at FSC International;
•    Leading initiatives to create continuous dialogue between FSC China and key public institutions;
•    Coordinating FSC China Advisor Committee Meetings;
•    Developing and implementing advocacy for domestic and international policies related to forest governance;
•    Providing advice on FSC positioning in terms of external relations, meetings, products and communications activities, when requested; and
•    Recommending approaches and content related to communications with public institutions and the general public.

Government Relationship Management 
•    Building and maintaining positive, fruitful relationships with decision makers from public institutions; 
•    Coordinating visits and high-level meetings between FSC representatives from FSC International, APRO and FSC China and representatives from public institutions; 
•    Providing advice on conducting joint activities with public institutions or relevant partners;
•    Providing support to identify, articulate and communicate areas of mutual interest and benefit between FSC and public institutions;
•    Facilitating local government support for FSC standards and FSC market development work in China when needed. 

Support for Staff
•    Performing any other activities assigned by the FSC China Executive Director and the FSC APAC Regional Director, or that are required by the FSC China work plan.

Reporting Structure: 
The FSC China Public Affairs Director reports to the FSC China Executive Director.


Qualifications, Experiences, and Skills
Education:
•    University Degree

Experience and Skills:
•    At least 15 years of professional experience and a demonstrated track record in relationship management and political advocacy;
•    Excellent knowledge and understanding of the structure, culture and decision-making mechanisms of public institutions in China; 
•    Proven track record of conducting complex multi-stakeholder political advocacy processes;
•    Project development and management experience; 
•    Excellent problem-solving skills and the ability to propose alternative solutions to reach consensus; 
•    Good background knowledge of the forestry and forest products sector is a plus; and
•    Knowledge of voluntary market-based governance systems is a plus.  
Team Skills: 
•    Ability to work in both national and global teams as a professional in a broadly multi-cultural, inter-disciplinary, multi-lingual team; and 
•    Experience in constructively challenging team members whilst maintaining professional working relationships.
Communication Skills:
•    Excellent communication, active listening, facilitation, negotiation, and mediation skills.
Technical and Organizational Skills:
•    Versatile in dynamic environments, able to adjust focus and integrate various demands.
Alignment with FSC Values:
•    Commitment to FSC's values, mission, and work.
Languages: 
•    Fluent in both Chinese and English (spoken and written)
Computer Skills:
•     Proficient in MS Office applications.
Others:
•    Demonstrated cultural awareness and sensitivity to the diversity of values, views and approaches to issues relevant to FSC stakeholders around the world.
